Below are changes that I believe would fix all of the useless basic attacks and combo strings (plus any KBs associated with them) for all kharacters. This list has NO special moves changes. The list is in alphabetical order for everyone on the roster. These changes DO NOT consider balance as a roster, but changes to make certain strings just more viable and seen more. THESE ARE NOT OFFICIAL CHANGES OR LEAKS, but just what I would consider to be buffs to moves that aren’t seen often. For every move I explain what most likely makes the move underused and what I would personally do to improve them. The order of moves for a specific kharacter are not in any specific order. I tested out all of these moves in practice myself and put down attacks that I never noticed competitive players using (or just ones they rarely used).
I use the standard BUFD-1234 notation when referring to moves. I also use “V1”, “V2”, and “V3” for tournament variations when I refer to them. I don’t specifically name the variation. Furthermore, when I name special moves for reference to a specific move, I use the name given in the Move List. When I list a full string, sometimes I refer to the string as a whole, and sometimes I refer specifically to the very last hit. For example: Scorpion’s B143 would be referring to the very last kick, not the B1 or B14. If I go on to refer to a specific part of a full string, I typically specify that.

2020.09.28 23:42 Sol_Invictus Pricing Changes after October 2nd, 2020

Oh, man what a clusterfuck. My wife and I are due to file her I-751 anytime after October 5th (she's the petitioner), which is three days after the price changes come into effect. --- this is the fee guide (which you have to download as a .pdf to view the fee schedule) and nowhere does is indicate the new fees. --- this is the page specific to I-751. Again, $595 filing and $85 biometrics. Nothing about changing prices.
The filing fees page has a banner at the top that says:
ALERT: On July 31, DHS announced a final rule on the USCIS fee schedule. The rule adjusts the fees that USCIS charges for certain immigration and naturalization benefit requests. The rule becomes effective Oct. 2, 2020. For more information, see our news release.
Ok.... so follow the link into the news release.
USCIS Adjusts Fees to Help Meet Operational Needs Release Date 07/31/2020
WASHINGTON—Today, the Department of Homeland Security announced a final rule (PDF) that adjusts fees for certain immigration and naturalization benefit requests to ensure U.S. Citizenship and Immigration Services recovers its costs of services.
Unlike most government agencies, USCIS is fee funded. Fees collected and deposited into the Immigration Examinations Fee Account fund nearly 97% of USCIS’ budget.
As required by federal law, USCIS conducted a comprehensive biennial fee review and determined that current fees do not recover the cost of providing adjudication and naturalization services. DHS is adjusting USCIS fees by a weighted average increase of 20% to help recover its operational costs. Current fees would leave the agency underfunded by about $1 billion per year.
“USCIS is required to examine incoming and outgoing expenditures and make adjustments based on that analysis,” said Joseph Edlow, USCIS deputy director for policy. “These overdue adjustments in fees are necessary to efficiently and fairly administer our nation’s lawful immigration system, secure the homeland and protect Americans.”
The rule accounts for increased costs to adjudicate immigration benefit requests, detect and deter immigration fraud, and thoroughly vet applicants, petitioners and beneficiaries. The rule also supports payroll, technology and operations to accomplish the USCIS mission. The rule removes certain fee exemptions, includes new nominal fees for asylum applicants, and reduces fee waivers to help recover the costs of adjudication.
This final rule also encourages online filing by providing a $10 reduction in the fee for applicants who submit forms online that are electronically available from USCIS. Online filing is the most secure, efficient, cost-effective and convenient way to submit a request with USCIS.
USCIS last updated its fee structure in December 2016 by a weighted average increase of 21%.
For a full list of changes and a complete table of final fees, see the final rule (PDF).
This final rule is effective Oct. 2, 2020. Any application, petition, or request postmarked on or after this date must include payment of the new, correct fees established by this final rule.
For more information on USCIS and its programs, please visit or follow us on Twitter (@uscis), Instagram (/uscis), YouTube (/uscis), Facebook (/uscis), and LinkedIn (/uscis).
As it turns out, the final rule (which is the new pricing) is either readable as a 500 and something page .pdf document for you to download and wade through... or here which is a strange place to bury it, but ok. We're nearly there.
Follow this link to a table of pricing changes.
So then I was left wondering wtf the new biometrics fee was.
Biometrics fees This seems to suggest they've dropped it to $30?
Comment: One commenter questioned why USCIS would forego approximately $220,884,315 in biometric services fee revenue. The commenter added that the NPRM allows for biometric services fees for TPS applicants and those filing EOIR forms; therefore, there should continue to be a fee for this service. The commenter concluded that if DHS implements this proposal, it will be confusing for applicants, attorneys, and government staff to implement and it will lead to delays in proper filing of applications and petitions. The same commenter recommended that USCIS use the biometric services fee to supplement fraud investigations or consider raising this fee in order to provide additional revenue.
Response: The commenter misunderstands DHS's approach to recovering the estimated full cost of providing biometric services. Although DHS eliminates the separate biometrics service fee of $85 for many application types in this final rule, it establishes fees for most forms to reflect the estimated full cost of adjudication, including the cost of biometric services that are typically associated with that form. Thus, DHS will continue to recover the cost of providing biometric services, but it will do so by adjusting form fees to reflect the total cost of an adjudication, including providing biometric services. DHS will not forego any revenue associated with the biometric services fee because of this change.
DHS believes that this change in its method of recovering the cost of biometric services will provide benefits to applicants and USCIS. Most applicants and petitioners will no longer need to determine if they must submit a separate biometric services fee in addition to the fee for their request. DHS believes that this will reduce confusion among requestors and decrease rejections for incorrect fees. Fewer rejections for incorrect fees should increase administrative efficiency for USCIS.As provided in new 8 CFR 103.17, DHS is also establishing a separate biometric services fee for additional requests for which it could not include the costs to USCIS of administering biometric services in the ABC model used for the NPRM. First, DHS codified revised 8 CFR 208.7(a)(1)(i), which requires that biometrics be submitted for an application for employment authorization from an applicant for asylum or to renew such an EAD. See Asylum Application, Interview, and Employment Authorization for Applicants, 85 FR 38532, 38626 (June 26, 2020); new 8 CFR 208.7(a) (1)(i). That rule takes effect on August 25, 2020. Second, on February 19, 2020, USCIS implemented the Commonwealth of the Northern Mariana Islands (CNMI) long-term resident status program. It was created by the Northern Mariana Islands Long-Term Legal Residents Relief Act. 48 U.S.C. 1806(e)(6).[83]
Applicants must file Form I-955, Application for CNMI Long-Term Resident Status, together with Form I-765, Application for Employment Authorization, by August 17, 2020. When the CNMI long-term resident status program was established, USCIS required that a biometric services fee be submitted with the Form I-765.[84] Because the CNMI long-term resident program and fee NPRM were under development simultaneously, DHS was unable to include the cost of biometric services for CNMI long-term resident program in the ABC model for the NPRM. Therefore, the fee for Form I-765 does not include the costs for that service. DHS proposed new 8 CFR 103.17 in contemplation of the need for a separate fee in the future if biometric services was required by regulations or policy, but where the costs had not been considered in setting the benefit request fee. As a result, and consistent with the actions taken for TPS, EOIR forms, and in accordance with new 8 CFR 103.17, DHS requires that CNMI long-term resident applicants and applicants for asylum who are applying for employment authorization submit a $30 biometric services fee with their Form I-765. 8 CFR 106.2(a)(32)(i)(A), (B).
Comment: One commenter opposed a separate biometric services fee for TPS applicants, stating that USCIS is breaching Congress's $50 cap on TPS filing by imposing a separate biometric fee.
Response: The commenter is correct in stating that the fee for Form I-821, Application for Temporary Protected Status, is statutorily limited to $50 for initial TPS applicants and $0 for re-registrants. See INA section 244a(c)(1)(B), 8 U.S.C. 1254a(c)(1)(B). However, the commenter is incorrect in stating that charging TPS applicants and re-registrants a separate biometric services fee constitutes a breach of any statute. DHS has specific statutory authority to collect “fees for fingerprinting services, biometric services, and other necessary services” when administering the TPS program. See 8 U.S.C. 1254b.
Before this final rule, all TPS applicants and re-registrants aged 14 years and older were subject to the $85 biometric services fee, in addition to any applicable fees for Forms I-821 and I-765. Therefore, adjusting the biometric services fee for TPS applicants and re-registrants to $30 represents a $55 reduction in the biometric services fee that these individuals may pay. DHS also notes that TPS applicants and re-registrants may apply for fee waivers based on eligibility criteria established by USCIS.
In this final rule, DHS removes the Form I-765 fee exemption in 8 CFR 244.6(b) for TPS if the individual is an initial TPS registrant and is under 14 years of age or over 65 years of age, and DHS establishes a biometric services fee of $30 for TPS applicants and re-registrants. As we stated in the NPRM, DHS is removing the fee exemption because fees from other form types have always been used to fund the costs of processing fee-exempt filings. Continuing to exempt these populations Start Printed Page 46834from paying associated fees would result in the costs of their requests being borne by the other proposed fees. Thus, DHS determined that initial TPS registrants under 14 years of age or over 65 years of age should pay their own Form I-765 fee and biometric services fee. The biometric services fee that TPS applicants and re-registrants must pay is changed from $85 to $30, a reduction of $55 per filing. This $30 fee, which will be required regardless of age, reflects the cost of providing biometric services to TPS applicants and re-registrants. See new 8 CFR 244.17(a).
DHS declines to make changes in this final rule in response to the comment.
Comment: A few commenters stated that including a biometrics screening and fee for children under 14 is unnecessary and that it is inappropriate to charge a single fee for Form I-485 that includes the cost of biometrics to both adults and children under 14 years of age who do not submit biometric information. A few commenters stated that imposing a biometric services fee where USCIS does not capture biometric data would deter families from entering the United States as a unit.
Response: As explained previously, DHS will expand the collection of biometric information for TPS re-registrants under the age of 14, remove the biometrics fee exemption from 8 CFR 244.17(a), and revise the form instructions for Form I-821 to require a $30 biometrics service fee from every TPS registrant regardless of age. See 84 FR 62303 and 62368. This change assigns the costs of TPS applications and re-registrations to those who benefit from them. DHS uses biometrics beyond criminal history background checks to include identity management and verification in the immigration lifecycle. Therefore, biometrics will be collected without age limitation, although it may be waived at DHS's discretion.
DHS also acknowledges that this final rule increases the fees for children under 14 years old who file an I-485 concurrently with a parent filing an I-485 by eliminating the reduced I-485 child fee. This final rule establishes the fee for Form I-485, Application to Register Permanent Residence or Adjust Status, at $1,130 for all applicants.
The commenters correctly wrote that the Form I-485 fee established in this final rule includes the average cost of biometric services associated with processing those applications. The inclusion of biometric services reduces the average cost of Form I-485 and the final fee established in this final rule. Processing a given application may be more or less costly than processing another application of the same type because of the evidence and other factors that adjudicators may consider. Therefore, DHS establishes its fees, unless otherwise noted, at a level sufficient to recover the estimated full cost of adjudication. DHS calculated the Form I-485 fee to reflect the full cost of adjudication, including the average cost of biometric services associated with those applications.
DHS declines to make changes in this final rule in response to these comments.
Ok, so we're filing and I-765 after October 2nd, 2020, no dependants. My reckoning is that it will cost $760 for the filing fee, and $30 for biometrics.
Note: They will deny your application if you stuff up the payment amount, so this is important.
Can someone please confirm this so I can move on with my life?

Sword and Shield Shiny Chances Confirmed with Science
Hey guys! I just spent the last four weeks hunting shiny pokemon to get stat data on murder method shiny odds. Here are my findings:
Nickets 1-6
There's been a bit of debate on the shiny odds of random encounters in sword and shield. Originally, data miners claimed that the chances that a wild encounter would be shiny correlates to the total number of that species you had already defeated and the number of pokemon defeated in sequence (chained), maxing out at a 33% chance at 6 additional shiny rolls. Later this was amended when it was discovered that chaining had no effect of shiny chances which led to our current understanding which is that the chances max at a 3% chance at 6 additional shiny roles.
This is immensely disappointing because that is only slightly better than full odds. To put that into perspective, with the shiny charm, a random wild pokemon will have a 1 in 1365.33 chance of being shiny. A pokemon at max odds, however, will have a 1 in 1338.44 chance of being shiny which is a difference so small, it might as well not be there.
Hope came in the form of this article on the official pokemon website stating in no uncertain terms that the shiny odds increased at a flat rate:
It can be reasonably assumed that this article means that at 500+ battles, you receive 6 rerolls to your shiny odds because a 3% chance at 6 rerolls is not 6x odds. This wouldn't be the first time the pokemon company has spread misinformation about the game, but I would hope that something as clear as this would be accurate.
However, there was still plenty of debate to be had. The dataminers stubbornly stuck to their claim that the 3% chance was hard baked into the code. Some dataminers even claimed that this was an intentional feature rather than a bug to be patched.
I decided that I had had enough dealing with rumors and code interpretations and would just brute force it by encountering a lot of shiny pokemon.
The Science:
I was pretty optimistic that the 3% theory was wrong. Not only did I have the official source backing me up, I had already found and captured 4 shiny pokemon by murder method myself. They were a falinks at 555 encounters, a wooloo at 13 encounters, a nicket at 471 encounters, and a clobbopus at 22 encounters. Now, I know that I had ridiculous luck with wooloo and clobbopus. While I had the shiny charm for all of my hunts, I had not encountered nearly enough pokemon for murder method to take effect for either of them. However, both nicket and falinks had their odds effected by murder method and they both were well beneath 1000 encounters so I assumed that was a sign that the rerolls were in effect as intended.
I decided to increase my data by shiny hunting nickets for 3 main reasons:
  1. I already had defeated 471 nickets so I wasn't too far off from max chances
  2. Nicket has a high capture rate and a high spawn rate in certain locations
  3. Nicket has an excellent shiny form :)
I set the weather in the dusty bowl to "normal" and began hunting. It quickly became apparent that the dataminers were on to something. In fact, if you average out the shiny encounter rate for the next 7 shiny nickets you find that I found 1 nicket every 1331.86 encounters, almost perfectly the expected 3% theory shiny rate.
Disheartened, I decided to change approaches. Sure, 7 (11 if you count my original 4 encounters) wasn't a very large sample size, but it was pretty clear that the official site was incorrect about its predictions. Since I was bored of hunting nickets, I decided I'd try hunting pokemon I had never encountered shiny before. I reasoned that maybe the game had some built-in defence against repeat shinies. Maybe the shiny odds for unique encounters were accurate to the site which would mean they weren't technically wrong/lying. I found a galarian meowth, an arrokuda, and a hattena, but the arrokuda immediately dashed my hopes as I found it in 2977 encounters; my most difficult hunt to that point.
Finally, I tried one last time by chaining pokemon. I had noticed all my fast finds up until that point (with the exception of nicket 3) had been times when I had been working my way up to 500 encounters with that pokemon, meaning that I had unintentionally been chaining pokemon. I had run away from all my nicket and arrokuda encounters after #501, so maybe the original theory that chaining effected chances. I went back to hunting nickets and while the first encounter with this method appeared at 119 KOs, nicket 10 appeared after a whopping 3255 encounters.
That was it for me. I found 13 shinies in about 28 days and 16346 wild encounters (~584 encounters per day). This is incredibly disappointing for me. Compare this to other methods like dexnav and SOS chaining where I've been able to find as many as 5 shinies in a single day! Murder method is too painful to be worth it.
TL;DR: The dataminers were right. Max shiny odds by murder method (repeatedly encountering and KOing pokemon of 1 species until you find a shiny) are about 1:1338.44. I hate Masuda method (it's pretty boring), but it's hands down the best way to get shinies w/o exploiting the game.

2020.09.28 23:13 bluesky2035 Security for the average person

I’m a 21 years old and have become very concerned about the current state of surveillance in the U.S. both in the public sector and private sector. On all my social media accounts I have the highest level of security these platforms offer I even have a security key for my email account but i feel like I can do more to protect my data and online identity. What else can I do to really lock down my digital life?

Daily Synopsis

  • The S&P 500 increased +1.66% today while the NASDaq added (+2.01%). The Russell 2000 rose by (+2.47%). The Dow ended in positive territory at (+1.55%)
  • All sectors ended in positive territory today. The best performing sector was Financials(+2.38%) while Utilities(+0.26%)was the worst performer.
  • Analyst upgrades, M&A activity, and another positive vaccine update from Johnson & Johnson (JNJ 147.11, +1.45, +1.0%) were corporate-related drivers of sentiment for many cyclical stocks. Other positive factors were House Speaker Pelosi saying a stimulus bill is still possible and quarter-end rebalancing, which favored the financial and energy sectors.
  • A separate viewpoint was rooted more in technical observation than news. The lack of volatility, and market-moving events, suggested today was a momentum trade from Friday, with performance aided by a recognition the S&P 500 and Dow had declined for four straight weeks.
  • U.S. Treasuries were stagnant during today's stock market gains. The 2-yr yield increased one basis point to 0.14%, and the 10-yr yield was unchanged at 0.66%. The U.S. Dollar Index declined 0.4% to 94.27. WTI crude futures rose 0.7%, or $0.29, to $40.54/bbl.
Investors did not receive any economic data on Monday. The Conference Board's Consumer Confidence Index for September, the S&P Case-Shiller Home Price Index for July, and the Advance August reports for Intl Trade in Goods, Retail Inventories, and Wholesale Inventories will be released on Tuesday.

U.S. Congressman Frank Pallone condemned the escalation by Azerbaijan and Turkey. "We need to take steps to hold the two aggressors accountable."

September Battles / morning of 28th

early morning Azeris resumed the war across the border in the morning. Russian reporter posted a video of Armenian reinforcements traveling to the capital Stepanakert. Several ambulance vehicles are seen on the highway. , ,
Armenia sustained 15 more losses and 100 wounded (total 31 deaths, >100 wounded), Azerbaijan has >200 losses as of yesterday.
Video of an [unexploded?] SMERCH missile fired by Azerbaijan:
7:39: a rumor circulated from a sketchy Azeri social media outlet that an Azeri general Mais Barkhudarov was captured by Armenians last night. He is a major figure and was promoted as general after April 2016 bates. No official sources confirmed the rumor.
What do we know so far? General Barkhudarov was promoted and was leading the Azeri 2nd corps. Yesterday, the Armenian army reported capturing Azeri vehicles belonging to 2nd corps after a counter-attack.
Later, Armenia officially denied capturing the general but said they haven't identified all the dead Azeri bodies after last night's battles, so the general's body could, in theory, be among them. , , ,,

Before we continue... what's happening around the world today?

European Parliament's largest EPP party has called for a ceasefire and a return to pre-September 27th positions.
U.S. Congressman Bred Sherman called for the US to end military aid to Azerbaijan.

Armenian-Azerbaijani conflict spirals out of control and turns into a keyboard battle between Indians and Pakistanis. Pakistan supports Azerbaijan for jihadist reasons. Some Pakistani internet users thought just because their Govt does it, they should do, too. When Indians noticed that their foe Pakistanis support Azerbaijan, they began keyboard-ing for Armenia. Is this how WW3 begins? 🤔
back to the military events
9:20 am: WarGonzo military journalists went to Artsakh villages near the border.
Aftermath video:
9:32: the reported losses as of right now: Armenia 31 dead, >100 wounded. There are also reports of several tanks, missile units, and vehicles being destroyed, but the accurate number is unknown for now.
Azerbaijan: >200 losses. 4 helicopters. 27 drones. 36 tanks and infantry combat vehicles, 2 armored engineering vehicles, 11 armored vehicles.
The Azeri govt is hiding the names of dead soldiers to conceal the true numbers, but Azeri civilians report it themselves whenever there are things such as a funeral. Razminfo scrapped a list of 27 names from social media by using just this method.
9:50: the govt recently passed a law allowing Healthcare Ministry to control private clinics during an Emergency. The Ministry issued an order to all medical centers across Armenia to provide only urgent care so there will be enough free beds if necessary.
10:08 ARM army: the Azeri claims that we have hundreds of deaths is a lie. We published the names of all who died.
10:42 ARM army: Azeris panicked after sustaining large human and technical losses in the south and used large-caliber TOS missiles ineffectively. They're lying about heavy Armenian losses.
Video of Azeri TOS:
10:45 ARM: Azerbaijan is shelling the civilians in Artsakh's Martuni city.
10:48: WarGonozo journalist went to the frontline and discovered remnants of a downed Azeri flying object. They couldn't identify what it was but they assumed it was part of a jet.
Video: ,
11:11 ARM army: the number of wounded went from 100 yesterday to 200 today.
11:12 ARM army: please stop spam-calling your friends and relatives in Artsakh. It has overloaded the local Telecom network which can damage our efforts. If your soldier-son connects to a cellphone while in the frontline, his position could be exposed by the enemy tech. (a foreign journalist was unable to call to Artsakh due to the network being down.)
11:16: Armenia will not ask the CSTO military bloc for help, said Armenian ambassador.
11:38: Azerbaijan is doing a [partial] army draft, too.
12:12: one of the fallen Armenian soldiers was Hasmik Arzumanyan. She was from Noravan village. Today a female Armenian Parliament MP asked the army to enlist her.
12:27: video of a downed Azeri drone being collected by Armenian villagers from a field. #բերքահավաք
13:31: first lady Anna Hakobyan visited bomb shelters in the capital Stepanakert to meet the locals. A boy celebrated his 6th birthday in a shelter last night.
13:48 Armenian MFA: Artsakh is fighting against the Azeri-Turkish alliance. Turkey is directly involved and is supplying personnel and equipment. They are helping Azerbaijan to continue the century-old genocidal activities in the South Caucasus. The Turkish-Azeri murderous alliance is a threat to the people of this region. Armenia and Artsakh are determined to resist and neutralize the threat. Azerbaijan will be forced to cease its attempts to solve the conflict with the use of force.
14:05 Artsakh army: we are currently dealing heavy blows to the enemy in the frontlines. Azeri forces, joined by Turkish and terrorist groups, are receiving a harsh response. They are spreading misinformation about big successes.
14:25 BHK MP addresses Azeri minorities: My message is to ethnic minorities of Azerbaijan: the Talysh, Tat, Tsakhur, Avar, Lezgins. Open and read the names of Azeri soldiers who were killed. They are mostly minorities. Why is Aliyev's fascist regime using you and your children as pawns? Take your kids away. Shield them. Disobey Aliyev's orders. This is not your war. They are sending you to die on the Armenian Karabakh mountains. Save your children's lives. Today Aliyev stopped international flights to prevent you from leaving in the event you don't want to take part in his crime.
14:43 ARM army: the density of artillery strikes is unprecedented for this region. Our artillerymen shine with their literacy.
15:00: the Armenian death toll is 58 as of right now. (evening update: 84) ,
15:04 what did Pashinyan and Aliyev agree upon during Dushanbe Meeting in 2018?: During an interview, Pashinyan said that when there was a mass pro-democracy movement in Armenia in 2018, he launched an open dialogue with the Azeri public to talk about internal Azerbaijani issues. The excited Azeri public made calls for a similar revolution in Azerbaijan.
When he met Aliyev, the latter asked him to tone down the pro-democracy rhetoric aimed at the internal Azerbaijani situation, because Aliyev had concerns that the situation was destabilizing in Azerbaijan "and could threaten his dictatorial regime."
"Aliyev didn't care about the Karabakh conflict. He was afraid that the wave of revolution would reach him."
Pashinyan exposed the aforementioned in response to Aliyev's claim that Pashinyan had asked Aliyev for "time" to sort things out in Armenia after the revolution.
Pashinyan confirmed the existence of this agreement with Aliyev, saying "internal issues in Azerbaijan is not on my agenda" and this "agreement helped establish peace on the border and save Armenian lives".
Context: Armenia and Azerbaijan would end up establishing a lengthy ceasefire until a verbal escalation by Azerbaijan in 2019, followed by Pashinyan's claim that "if Azerbaijan refuses to discuss the possibility of Artsakh being free then Artsakh is Armenia, period". This phrase was followed by a brief period of verbal exchange, but the two sides relaxed and even organized a surprised humanitarian mission in which Armenian and Azeri journalists visited one another's country to "move people closer". Things got worse again in 2020 after the oil plummeted to record-low and Turkish currency kept nosediving amid a worsening economy and Erdogan's reckless foreign policy.
15:15: Azeri government is censoring the internet for citizens. Access to several independent outlets was impossible.
15:24: Armenian Parliament voted 118-0 to pass a resolution condemning the Azeri aggression. Opposition BHK has also drafted a bill to officially recognize the Artsakh Republic as an independent state.
Ruling QP MP said "the people of Artsakh have the right to self-determination. It is enough for us to solely rely on international organizations for Artsakh recognition."
15:28: Azeri drones were spotted above Martakert.
15:32: SOAD's Serj Tankian released a new video of "Artsakh Song"
15:38: Yezidi-Armenians are volunteering to join the army. "The citizens enlist in the army for the sacred cause of defending the Homeland," said the leader of the National Union on Yezidis of Armenia.
16:03 ARM army: we are fully monitoring the situation. We have a good opportunity for further success.
16:16: Armenian side released footage showing the destruction of several Azeri equipments with the use of laser-guided missiles.
16:24 ARM army: Azeris launched a tank attack in the south-eastern region but met resistance and lost 10 pieces of equipment.
16:25: 20,000 Armenians living in Russia have contacted the Armenian Center in Moscow with a willingness to travel and join the army.
17:15: an Azeri drone was spotted above Armenian journalists in Martuni, Artsakh. They ran away from nearby cars just in case. No explosions.
17:16: another Azeri tank advancement was stopped on the southern borders.
Video of their destruction:
17:25 ARM army: the opponent was thrown back in the south after suffering 10 equipment losses, mostly tanks. In the north, they shelled civilian settlements. The battle continues.
17:45: Earlier it was reported that a total of 200 were wounded. Half of them were very minor injures and the soldiers are back in front lines. (58 deaths, 120 wounded as of right now)
18:10: Azeri authorities arrested an Azeri activist Giyas Ihrahimov "for writing anti-war posts on social media". The cops initially wanted to take him to a military commissariat.
18:45: the Armenian church has summoned a meeting to create a plan of action. It began with a Պահպանիչ prayer. They'll contact the international community.

Expert: Azeris are active on Twitter. Armenian govt began providing many images to the international press, which is important. The world is just now trying to understand what's happening.
19:02 cyber-expert Martirosyan: I have info that Armenia has invited many journalists. We are more active in the information field.
19:19 Education Minister: now is the time to use your multi-lingual skills to share information on Facebook, Twitter, etc. Links to official channels inside:
19:10: Armenia denies the Azeri reports of a high-ranking Armenian officer's death.
19:26 Artsakh president: the enemy is failing everywhere in front of our feet. Thousands of volunteers have already joined the army. Many of those whom we planned to call for the draft have already reported-in. Hundreds of diasporan-Armenians expressed willingness to join. This unity will make our victory unstoppable. հաղթանակը մերն է:
19:57 ARM army: Azerbaijan has so far sustained >400 deaths, 36 drones, 47 armored equipment (tanks, BMP, etc.). The main battles are in the north, south, and south-east.
20:30: Video of Armenian volunteers, old and young, lined up to join the army. Տրամադրությունը մարտական։
20:54: around 4pm the Armenian hackers defaced Ilham Aliyev's official website, placed a message calling for Armenians to unite, then took the website down.
A collection of Armenian army attack videos. These are YouTube links in case you don't have Telegram.
20:58 ARM army: Azeris launched a widespread attack in the south near Araks River and northern Talish-Mataghis. They lost 22 tanks and 10 vehicles. 370 Azeri soldiers were destroyed. 35% of their wounds are heavy.
20:59 Artsakh president about the latest Azeri push: From Omar to Araks, the enemy used hundreds of tanks and vehicles and lost dozens of tanks. They have almost no advancement. They only took a few positions. In war, you give and take positions. When you retake, you don't give back. This will be our last and most important battle. We will bring them to the knee in a few days.
21:02: 46 fallen Armenian soldiers have received a medal posthumously.
21:27 Armenian ambassador to Russia: we will use the Iskander missile system if Azerbaijan uses the Turkish F-16 fighter jet.
22:00 Artsakh president: I lost count on the number of Azeri equipment we shot. Our goal is to destroy as we did in the 1990s. No, the rumors about us retaking Lele Tepe hill are false. There are no significant strategic capturing by either side. Neither side has captured/lost any մարտավարական կարևոր դիրք. ,
22:10: photo of a downed Azeri drone in Spitakashen village:
22:12: Armenian soldiers shut down an Azeri fighter jet that was flying near Martakert, Artsakh.
22:23: Armenian reservists won't be allowed to freely leave the country, as the army may need their help.
21:42: the UN Security Council will summon a closed-door emergency meeting tomorrow.
22:19 Artsakh president: Azeris launched a large assault on Mount Mrav this afternoon but didn't have any success.
23:22: footage from front lines while Armenian artillery conducts strikes.
00:31:: many ethnic Armenians living in Georgia's southern Javakh region have gathered near the border with an attempt to cross the border. Those without an Armenian passport are having difficulties. They began singing "hayer miatseq". ,

2020.09.28 22:36 Konstantin-V The Concept of State Capitalism: Intellectual Dishonesty or Groundbreaking Theory?

We all must have heard that joke about "well, that wasn't real socialism" and its antithesis, "the state is communism". Of course, both statements have roots in economic theory. The first one is nothing but an early attempt to explain the class nature of the USSR from a Marxist position distinct from official Stalinism, while the other one was created by right-wing economists on the premise that "social control of the means of production" -- the definition of socialism -- can include state control, so many failed twentieth century statist regimes were socialist, which leads to the conclusion that Hitler was a socialist and that socialism always failed and killed millions. Here I will discuss the theory of state capitalism in its historical significance and its implications.
State capitalism and Stalinism
This concept was already mentioned before the October Revolution, either as a criticism of Marxism from the anarchist point of view, a criticism of reformism and other ideologies (such as the Kathedersozialisten) from the Marxist point of view or a description of late-stage capitalism, for instance, by Lenin, who used the term "state monopoly capitalism". Below is a good example of the use of this term from the book Formes et essence du socialisme by the libertarian socialist Francesco Saverio Merlino:
This socialism [state socialism], if it could be realized, would perhaps give us equality of conditions, but it would be equality in servitude. The worker would have to submit to the conditions that the government, or the municipality, would dictate to him: he would not even have the meager resource to "change masters". He would be pursued by the enmity of the government every time he proved to be resistant to its orders. The state would be the universal capitalist: nominal capitalist, by the way, because those who would govern the state would be the real capitalists.
A socialism of this kind would therefore not be socialism, but, as Mr. Liebknecht said, state capitalism. In order for the exploitation of the working class to really stop, it is not enough to change the capitalist regime, the governmental regime must also change.
State socialism does not even ask itself the question of the transformations that the political organization must undergo. It does not admit the necessity of changing the governmental constitution. It could be defined the socialism of the conservatives, the socialism of those who do not want to move away from the present political regime. It is monarchical in Germany, monarchico-constitutional in England, republican in France.
An example of this kind of "socialism" we now see in Belarus under Lukashenko, where many companies are state-owned and some remains of Stalinist economics, untouched by large-scale privatisations like in the neighboring Poland, Ukraine and Russia, still persist even today. However, that isn't the main object of our study here, as this kind of state capitalism, more common in the Third World than in Europe, could be described as "authoritarian social democracy".
Later, the first criticism of the nascent Soviet Russia as state capitalism was done by anarchists. However, since they weren't Marxist, I won't describe their opinions here in much detail. It will be enough to quote An Anarchist FAQ:
Rather than present an effective and efficient means of achieving revolution, the Leninist model is elitist, hierarchical and highly inefficient in achieving a socialist society. At best, these parties play a harmful role in the class struggle by alienating activists and militants with their organisational principles and manipulative tactics within popular structures and groups. At worst, these parties can seize power and create a new form of class society (a state capitalist one) in which the working class is oppressed by new bosses (namely, the party hierarchy and its appointees).
Such arguments were also voiced against Marx many years before (remember Bakunin's "stick of the people" and so on), so this, really, isn't anything new. Orthodox Marxists went deeper in their criticism of the new Soviet society, especially Karl Kautsky and the Socialist Party of Great Britain. The theory of state capitalism became the most common left-wing critique of the USSR during the 1920s and early 1930s, until Trotsky proposed in his The Revolution Betrayed an alternative version, "softer" towards the USSR, describing it as a "degenerated workers' state" which can be corrected through a political revolution. This would become the basis of later critiques of the USSR, among them the Third Camp idea of bureaucratic collectivism, Tony Cliff's return to the theory of state capitalism and Alexander Tarasov's idea of "superetatism" as an industrial form of the Asiatic mode of production (AMP), according to whom
... the USSR (and other countries of "real socialism") we were dealing with a special socio-economic system - SUPERETATISM, the system, paired capitalism within the framework of one mode of production - the industrial mode of production. So, under superetatism, the state becomes the owner, and all citizens turn into wage earners in the service of the state. The state, thus, turns into an exploiter, appropriates the surplus product. With superetatism, antagonistic classes are eliminated, and class differences are forced out into the sphere of superstructure. Society turns out to be composed of three main classes: the class of workers, the class of peasants and the class of wage laborers of intellectual labor, which upon closer examination turns out to consist of two large subclasses: the administrative apparatus, bureaucracy, first, and the intelligentsia, secondly. A peculiar SOCIAL HOMOGENEITY of society is emerging, to a certain extent - HOMOGENEITY (if you use, reinterpreting it, the term Marcuse). The boundaries between classes are blurred, facilitating the transition from one class to another, which is a virtue in comparison with capitalist society.

This theory is the one to which I adhere, but we will get to this later. Before that, we can conclude that state capitalism was a very important theory in its time, as it was the first voice which rose to clear up Stalinist misconceptions and to prove that the USSR wasn't socialist. It was groundbreaking -- if not revolutionary -- in this aspect and soon became a thorn in the eye of capitalism. Ludwig von Mises, for example, tried to argue that the only purpose with which the theory of state capitalism was created was to prevent socialism from being criticised for the USSR. Even though it is true that many abuse that theory to make dishonest claims in moralistic fashion (like saying that capitalism killed 100 million people, as Stalin was a state capitalist), it was born as an attempt to explain realistically the nature of the nascent USSR. It was voiced before the start of Soviet imperialism in WWII and the purges of 1937, at a time when most prospects for the USSR, even coming from some Western observers, were rather positive. As Leon Trotsky wrote at the very beginning of his great book:
The bookstalls of all civilized countries are now loaded with books about the Soviet Union. It is no wonder; such prodigies are rare. The literature dictated by blind reactionary hatred is fast dwindling. A noticeable proportion of the newest works on the Soviet Union adopt a favorable, if not even a rapturous, tone.
Moreover, at the beginning, some analyses of Soviet Russia weren't even condemnatory, just advices that, while the Bolsheviks won't reach socialism due to low development of the productive forces, their role would still be progressive. A quote from SPGB member Jack Fitzgerald (The Russian Dictatorship, 1920) can be interpreted this way:
The Bolsheviks may try to save as much of their system as possible, but the events will prove the correctness of Marx’s view on the failure of attempts to jump the stages in social evolution. Their failure, however, will not be all disaster.
They will have shown the workers of the world that the capitalist class is a useless and parasitic class in modern society. They will have shown that men holding Socialist views and of the working class could take charge of huge affairs and manage them with great success, in the midst of the wildest chaos, and while hampered by enemies within and without. Already the lesson is beginning to be learnt, and though only affecting a few relatively at present, it is spreading with steady persistence.
When the workers awaken to an understanding of the position in which they exist, and begin to fight the class war consciously in numbers that seriously count, the rule of the Russian Bolsheviks will be a splendid lesson, not on the value of “Soviet” or “Dictatorship”, but on the ability of the working class to manage its own affairs. It will have done its share in “shortening and lessening the birth pangs” of Socialism.
This might be enough to show that the capitalist claim that every attempt of a serious analysis of the USSR (or similar modern states, like North Korea) independent from Stalinist dogma except "violation of property rights is socialism" is a "dishonesty" or a "no true Scotsman" fallacy is really shallow. It should be clear to everybody that if a state doesn't have socialist characteristics (which are workers' control of the means of production, abolition of the difference between employers and employees and social equality, as the supposition that "the state is socialism" was debunked a long time ago, for instance in the same quote of Francesco Saverio Merlino I put at the beginning), it isn't socialism, whatever its leaders call themselves.
But is the theory that accurate? Not quite. First of all, there exist various other forms of oppression, so to equate capitalism and oppression and to claim that were we have one, we will surely also found the other is erroneous. Capitalism can be best described not as a Utopian society where nobody treads on nobody, but as a system based primarily on private ownership of the means of production. Capitalism is also fully compatible with the existence of managers, state regulations (remember, for example, the protectionist policies used even in the most "free" capitalist countries in the nineteenth century, not to say state monopoly capitalism as practiced by almost all Great Powers during WWI) and so on, but to a degree. The bureaucracy's function in capitalist countries, however "big" the government, is always to serve the class of the capitalists, especially big business. Neither is it a ruling class in itself, but rather a social strata which by definition is subordinated to ther groups, most often career politicians. As Leon Trotsky says:
In no other regime has a bureaucracy ever achieved such a degree of independence from the dominating class. In bourgeois society, the bureaucracy represents the interests of a possessing and educated class, which has at its disposal innumerable means of everyday control over its administration of affairs. The Soviet bureaucracy has risen above a class which is hardly emerging from destitution and darkness, and has no tradition of dominion or command.
This is the main difference between the Stalinist social structure and what Trotsky calls capitalist statism or "state trustification": the bureaucracy becomes independent. However, it didn't become a new bourgeoisie, but instituted its own property relations: a total state had a full control of the means of production, while it was collectively controlled by the bureaucracy. Whatever that was, it wasn't a capitalist system. Most of the bureaucrats were capitalist neither by their role in society (none had private enterprises) nor by their origin, while Soviet economy wasn't subjected to any movements of the capital. However, neither it was a workers' state in any meaningful sense, as the proletariat's ruling position was usurped by the bureaucracy relatively early, while to claim that nationalised property already means some kind of workers' control is just a "the state is communism" fallacy to a large extent. I think that it can be described as some form of modernised AMP, which was called "superetatism" by Alexander Tarasov and "industropolitarism" by Yuri Semyonov.
State capitalism and fascism
After discussing Stalinism, it should also be pointed the relation of the concept of state capitalism to fascism and Nazism. The economy of both regimes is often called "state capitalist", which is generally a good description, as both states still operated on the basis of market economy (though restricted and controlled) and private property was never questioned. Capitalist critics usually point that, though many nominally owned their property, the real control was in the hands of the state, as anyone who challenged the regime would be left dispossessed. This was even used to support the claim that there was socialism. Such a view of "crypto-socialism" almost reaches the verge of absurdity, so we won't discuss it further here. Instead, let's see if fascist control was especially wider or cardinally different from that in modern capitalist countries.
Most, if not all theoreticians of fascism, para-fascism and proto-fascism agree that duties are more important than rights, so an individual may freely use his or hers property as long as it doesn't go against the interests of the national community. For example, according to Gottfried Feder, the main economist of Nazism (Hitler’s Official Programme, p. 68):
National Socialism recognises private property on principle and gives it the protection of the state. The national welfare, however, demands that a limit shall be set to the amassing of wealth in the hands of individuals.
However, if we look at it closely, such a principle isn't qualitatively different from basic laws in modern capitalist societies. To put a very simple example, I cannot use my baseball bat, however personal that belonging is, to smash somebody else's window. One may respond that this goes directly against the right of another individual, and not of some metaphysical community, but there are other measures which are directed against less aparent crimes, among them bans on unlicensed trade and especially antitrust or anti-monopoly legislation, which belongs to exactly the same variety as Feder's idea. Yet again, here it is talked about protecting the consumers' interests, and not national solidarity or something like that, but Feder also mentions the consumer after a few pages in the same book:
Relief of the consumer from the burden of indirect taxation, and of the producer from crippling taxation (fiscal reform and relief from taxation)
In conclusion of this point, Nazi (and fascist more generally) restrictions on private property are just quantitatively different from those which are seen in most capitalist countries even now. However, nobody should expect them to be exactly the same (which they aren't) due to fascism collectivist philosophy and authoritarian political practice, but the cardinal difference is little, at least in comparison to Stalinist policies. Thus, we cannot claim that Nazi economics were anything more than state capitalism, especially due to its well-known alliance with big business.
However, there were some differences with Italian Fascism. While Germany was fully industrialised by the time the NSDAP took power, Italy still had a big agrarian component. As Mussolini himself claimed in his 1933 speech on the Corporate State:
Let us now ask another question: is Italy a capitalistic country?
Have you ever asked yourselves this? If by capitalism is meant that compound of usages, customs, technical progress now common to all countries, we can say that Italy too is a capitalistic country.
But if we delve deeply into the matter and examine the situation from a statistical standpoint, that is to say if we study the different economic categories which make up the population, we then have data enabling us to say that Italy is not a capitalistic nation in the current sense of the word.
According to him, "capitalism, on the other hand, is a specific mode of production, it is a system of industrial production... capitalism is therefore industrial, and has not manifested itself to any considerable extent in the field of agriculture". He then proceeds to indicate with statistics that Italy at his time still had a very diverse social structure, which according to him precludes it from being considered capitalist, most of all state capitalist or state socialist (he sees little difference between the two). This could be a hint to suppose that Italy might have had some other kind of economic organisation, distinct from German industrial monopoly capitalism, but we will leave that to another occassion. Instead, let's summarise.
State capitalism, authoritarian social democracy, fascist corporatism and Stalinist politarism
These all are hybrid socio-economical forms which are vastly different from both capitalism and socialism (in its ideal types, that is, complete laissez-faire and Marxian socialism), but some people group them all either as forms of socialism, here understood very crudely as just a system with some kind of extensive state intervention in economic matters, or as capitalism, on the contrary, understood very broadly. So, here we will classify these systems not only by their economic organisation in the narrow sense, but also by their politics and ideology.
Here is a table briefly explaining them:

State capitalism Authoritarian social democracy Fascist corporatism Stalinist politarism
Economic system Direct or indirect intervention Direct intervention Indirect intervention Direct intervention
Laborist element No Yes Yes Yes
Political ideology Conservative Reformist Conservative Revolutionary Reformist
Notes: state capitalism is understood here as any capitalist system with a significant degree of state intervention not related to any of the other models. Indirect intervention is done through the corporations (in the fascist sense) or state-owned enterprises, instead of directly through the state apparatus. "Laborist element" means that a regime claims to pursue workers' rights and to have a "socialist" or syndicalist element, which isn't always seen in state capitalist models unrelated to fascism or authoritarian social democracy, which, it should be reminded, is not exactly an equivalent of Western leftist reformism, but rather a moderate version of Stalinism. At last, conservative means to secure the current order, reformist means to change it in a leftist sense (one may even say "revolutionary" here), while a Conservative Revolution is an event or movement, usually led by conservative forces from above, which aims to change a society and make it adopt new forms while also returning some elements of older and more traditional social orders.

2020.09.28 22:18 SpecialistAbrocoma [Request] Check my math on Trump's income tax contributions compared to common taxpayers.

In 2017, Trump paid $750 in income taxes.
Americans earned $11 trillion in 2017 and paid $1.6 trillion in taxes. 21% of income was earned by 1%, so $2.31 trillion. 99% earned $8.69 trillion.
In order to pay nothing, you earn nothing. So Trump did not contribute meaningfully to the $11 trillion.
1% paid 38.5% of $1.6 trillion in taxes paid, so they paid $616 billion. 99% paid $984 billion. top 50% of earners paid 97% of taxes or $1.552 billion. top 1% paid $616 billion, so 49% paid $936 billion. bottom 50% paid 3%, so $48 billion.
143.3 million taxpayers. 1% is 1.433 million taxpayers. next 49% is 70.217 million taxpayers. bottom 50% is 71.65 million taxpayers.
bottom 71.65 million taxpayers paid $670 per taxpayer in income taxes. Trump paid $750. next 49% paid $13,330 per taxpayer. top 1% paid $429,867 per taxpayer.

50% of the federal budget comes from income taxes. 15% of the federal budget is spent on military. (1, 2, 3) Therefore, 7.5% of income taxes go to the military.
If Trump paid $750 in income taxes, then he contributed $58 to the military.
The bottom 50% contributed $50 to the military. Trump contributed $58 to the military. Next 49% contributed $1,000 to the military. Top 1% contributed $32,240 to the military.

the IRS would have been on him quite a while before the 2016 election
Are you aware they are currently in the middle of an audit of Trump so this is actually unsettled right now. EDIT: Additionally, Federal prosecutors are working on a potential criminal tax and bank/insurance fraud investigation of the President as suggested in federal court recently.
We all now know the whole RUSSIA thing was a bunch of huey
Why do you think this? It's true Mueller did not prove a criminal conspiracy between Russia and Trump. Do you think that means the same as declaring that nothing unethical or inappropriate whatsoever occurred between the Trump campaign and Russia's criminal disinformation campaign? There is evidence of collusion between the Trump campaign and Russian intelligence agents (for example: Manafort providing Kislyak private, internal campaign polling data that would allow the Russians to more effectively and efficiently target voters in key states, coordinating timing of releases of stolen emails through Wikileaks).
as long as Democrats are willing to engage in this war on Trump, they will continue to tear the nation in 2
What "war on Trump"? and why does opposing the President tear the country in 2?
Do you realize that someone could just as rationally say "As long as the Republicans are willing to engage in this war on American democracy they will continue to tear the nation in 2"? Blaming the other side and thinking you are guiltless in this is why our country is on the verge of a constitutional crisis. We all need to realize that we aren't objectively correct all the time. Your opinions aren't facts, nor are mine.

2020.09.28 21:40 pmarshy21 [OC] If the Lakers beat the Heat, it will be the easiest championship run in 32 years by SRS

(EDIT: I'm making no conclusions here, just presenting the data!)
SRS (Simple Rating System) is a team evaluation rating that takes into account average point differential and strength of schedule. Among statheads, it is generally considered the best measurement of a team's "strength". More about SRS and how it's calculated can be found here:
SRS for each team can be found on Basketball-Reference, easily accessible on their page summarizing the season. For example:
Since I'm currently inventing new ways to procrastinate studying for the Bar Exam, I spent the afternoon looking at recent title-winning teams and adding up the SRS of all their playoff opponents. For example, using the link above we can see that the 2019 Raptors beat the Magic (0.28 SRS), Sixers (2.25 SRS), Bucks (8.04 SRS), and Warriors (6.42 SRS) to win the title. Adding those up, we get a combined playoff opponent SRS of 16.99. That number tells us how "difficult" the Raptors title run was according to SRS - the higher the combined number, the harder the run. (If we want to see the average SRS of the Raptors' opponents, we'd just divide by 4 to get 4.25.)
The SRS for all of this year's teams can be found here:
If the Lakers win the bubble championship, they will have beaten the Blazers (-0.61 SRS), Rockets (3.13 SRS), Nuggets (2.35 SRS), and Heat (2.59 SRS). Adding those up, that gives their opponents a combined SRS of 7.46. This would be the lowest combined opponent SRS of any championship team since the 1988 Lakers, whose opponents combined for a 6.99 SRS. (Side note: why is the combined SRS of the '88 Lakers opponents so low? Blame the Spurs. That '88 Lakers team actually had to face competition with good SRS ratings from the second round on, but their score is dragged down by a first round matchup against a horrendous Spurs team. Interestingly the Lakers dominate both the top and bottom of this list, since the Shaq-Kobe Lakers had to beat very stiff competition every year during their threepeat).
On the other hand if the Heat win the title, their combined opponent SRS would be an incredibly impressive 23.15. This would be the 2nd highest opponent SRS since 1988, behind only the 1995 Rockets.
I thought this was interesting and wanted to share the efforts of my procrastination, so I made a table showing the combined opponent SRS of every championship team since the '88 Lakers (including both potential 2020 champions). All SRS numbers come from Basketball-Reference. Here ya go:
